- Place the quartered red skin potatoes in a large pot and cover with cold water.
- Add 1 teaspoon of salt to the pot and bring the water to a boil over medium-high heat.
- Once boiling, reduce the heat to medium and cook the potatoes for about 15-20 minutes, or until fork-tender.
- Drain the potatoes and return them to the pot.
- Add the butter, milk, salt, and pepper to the potatoes.
- Mash the potatoes to your desired consistency using a potato masher or fork.
- Taste and adjust seasoning if necessary.
- Serve hot, garnished with chopped chives.
